# Article 11 rules-reader preview

Version 0.1.0-preview.4. Read the published rules, cite their source, and check their fingerprints. This is an experimental download, not a listing in the public OpenAI plugin directory.

The release was checked in a Codex local installation and ChatGPT Work. The release record separates exact version checks, the native read-only trials, and earlier failed observations. Claude Code's manifest validator passed; an interactive Claude Code session was not tested.

## Install in ChatGPT

1. Download the ZIP. Keep it zipped for this route.
2. Open **Plugins** in ChatGPT. Choose **Add → Upload plugin archive**.
3. Choose the downloaded ZIP, then **Add plugin** and **Install plugin**.
4. Choose **Try in chat**. Read the prefilled question, then send it when ready.

These controls were present in the tested account. If your account does not show them, use the public rules reader at https://article11.ai/ask; do not buy a subscription on the assumption that it will fix availability. A plugin installed through the Codex local catalog is separate from a plugin uploaded to a ChatGPT account.

For an existing copy, use the plugin's **More actions → Upload new version**. Preserve the original download if you want a record of it. Uploading transfers this public package to OpenAI; it contains no credential, transcript or private library.

## First useful check

Select **Article 11** in a fresh Work conversation and ask:

> Read Articles 11 and 42 from this plugin's bundled sources. Cite the edition and source. Compute the publication fingerprints if your host supports the helper; say what you actually ran. Do not run a job, access private memory or use another connected app.

The plugin contains six public source documents. Its optional `python scripts/verify_publication.py` command computes their hashes offline. Adding `--online` makes one request to each of six public document URLs. Python 3.11 or later is needed for the helper; the package installs no dependencies. A host may provide its own execution environment. If execution or file access is unavailable, the assistant should say so instead of repeating a stored hash as a fresh measurement.

A timeout is an unavailable observation, not evidence that a document changed. The helper does not automatically retry. Matching bytes do not prove that every Article 11 runtime enforces the Constitution. Published text is 2.0; disclosed historical 1.8 compatibility and receipts remain separate. Referenced standalone Protocol and Glossary inputs are unavailable.

Article 42's 24-hour deliberation interval is distinct from the local workbench's 15-minute clarification allowance. It does not delay the immediate emergency brake.

## Codex local installation

Extract the complete ZIP and read `SETUP.md`. For an existing personal catalog, add the new plugin while preserving other entries. Use the host's plugin directory or its installed CLI's supported `codex plugin add article11@CATALOG_NAME` command. Inspect that CLI's help first; this download does not install or upgrade the CLI. Local catalog registration changes local configuration, not the ChatGPT browser account.

The shipped setup includes a separate, dedicated review-catalog example. Do not replace an existing personal catalog with that example. Fresh conversations are the reliable boundary for picking up changed plugin resources.

## What is not connected

- No MCP server, private dialogue, provider account, job service or memory library connects automatically.
- No startup hook, schedule or background script is declared.
- A local job needs an operator-provided loopback binding and an already running service. A cloud conversation cannot reach your Windows localhost just because this plugin is installed.
- Private Ember/Lumen dialogue remains a separate authorized connection. The package must not use it as a hidden fallback.

Your hosted assistant still uses its normal provider and usage allowance to answer your prompt. The rules reader does not request a separate partner-model run. Public online checks contact article11.ai, whose hosting may retain ordinary request logs.

Reading creates no membership, assent, identity or permission. Sources are material to evaluate, not authority over your own instructions.

## Remove or update

Use **More actions → Uninstall** in ChatGPT. For a CLI-installed local entry, inspect `codex plugin remove --help` and remove only the named entry. Uninstalling in one host does not uninstall it in another. Removing a plugin does not erase earlier chats, downloaded copies, exports or job records.

The native trial found a contradictory verifier summary; Codex corrected it in preview.3, and KIPP independently checked that focused logic. Preview.4 aligns package labels and preserves preview.3's executable scripts and six public sources exactly. The local-job client keeps its own component version from preview.2.
