There are no rules for AI.

The legal frameworks emerging in 2026 regulate the humans who build and deploy AI. They do not regulate AI itself, and structurally they cannot. What that means, what replaces enforcement when enforcement isn't available, and why Article 11 was built from the assumption that law will not arrive in time.
